The Politics and Evolution of the Nigeria Governors’ Forum (NGF) in the Fourth Republic: Issues and Controversies

Abstract

The Nigeria Governors’ Forum (NGF) has emerged as a central actor in Nigeria’s
Fourth Republic, operating both as a cooperative platform for intergovernmental
relations and as a politically influential elite bloc. This study examines the Forum’s
evolution, institutional development, and controversies, situating it within the
dynamics of Nigerian federalism. Drawing on historical documents and secondary
literature, the paper explores how the NGF has shaped executive federalism,
intergovernmental bargaining, and intra-party power relations. Established in 1999 as
a consultative forum for peer learning among state executives, the NGF has grown
into a powerful informal institution with significant influence over fiscal negotiations,
national policymaking, and electoral politics. Yet, its informal status and lack of
constitutional recognition have produced institutional ambiguities, exemplified by
leadership disputes and factional crises, such as the 2013 chairmanship conflict. The
study argues that the NGF reflects both the promise and perils of Nigeria’s democratic
consolidation: it strengthens intergovernmental collaboration and policy innovation
while amplifying elite polarisation and weakening institutional accountability.
Understanding the NGF’s evolution provides insights into the role of informal
institutions in hybrid democracies and the persistent tensions in Nigeria’s federal
system.
